Over the past 25 years, ocean energy has evolved from a sector with few opportunities for offshore testing into one supported by an international network of real-sea demonstration facilities. A major turning point came in 2003 with the establishment of the European Marine Energy Centre (EMEC) in Orkney, Scotland, the world’s first purpose-built, grid-connected marine energy test centre. EMEC provided developers with a structured environment for testing technologies at sea, combining site access, consenting support, standardised procedures and independent performance assessment.
Since then, test facilities have expanded across different regions, technologies and stages of development. They have helped build operational experience, support environmental monitoring and provide regulators and investors with stronger evidence on performance and risk. Today, as highlighted in the International WaTERS Lessons Learned report, these facilities are recognised as innovation hubs that bring together technology, regulation, operations and environmental learning, helping bridge the transition from research to commercial readiness.
A major driver of this progress has been the International WaTERS network, created by EMEC in 2013 to connect open-water marine energy test centres. Over the past decade, it has developed into a truly international platform for collaboration and mutual learning. Through this network, test centres have shared lessons learned, exchanged operational and regulatory experience, discussed common challenges, and helped strengthen more consistent approaches to testing, monitoring and consenting. Recent meetings have brought together more than 70 delegates from over 17 countries, reflecting the growing spirit of cooperation that continues to shape the ocean energy community.
